On August 26th, 2025, the UN General Assembly issued the Terms of Reference for the establishment and functioning of the Independent International Scientific Panel on Artificial Intelligence.
The resolution determined the Panel to be composed of 40 members (representing 37 countries from five continents), with a mandate to “issue evidence-based scientific assessments synthesizing and analysing existing research related to the opportunities, risks and impacts of artificial intelligence, which amounts to one annual policy-relevant but non‑prescriptive summary report including thematic briefs as it deems necessary”.
Last July, the Panel issued its first preliminary report entitled “Evidence-based assessment of opportunities, risks and impacts of artificial intelligence” which highlighted the regulatory challenges that AI development and deployment pose to policy makers.
On October 30th from 5:30 to 6:30 pm CET, Carlos Coello, one of the 40 members of the UN-IIS Panel on AI, will address the implications of the report for the Governance of AI in the public sector, and will also touch on the recent Panel´s thematic brief on AI Agents Misalignment in his key note "Understanding Emerging AI Risks: Implications for Public Sector AI Governance".
Dr. Carlos Coello Coello is a Senior Researcher at the Center for Research and Advanced Studies of the National Polytechnic Institute of Mexico (CINVESTAV). He earned his Ph.D. in Computer Science from Tulane University and is recognized globally as a leading authority in bio-inspired metaheuristics and multi-objective optimization.
The session will be introduced and commented by Oscar Corcho, Professor and Academic Director of the AI4GOV Master.
